In recent years, Russia has been pursuing a consistent policy in the field of the development of renewable energy sources (RES). The Russian Federation has become a member of the International Renewable Energy Agency (IRENA). There is a RES support program under power supply contracts, under which projects are implemented in the wholesale electricity market. Due to the current competition in the renewable energy market in recent years, it has been possible to significantly reduce the average specific capital costs of projects.
At the same time, the retail market of renewable energy sources is developing in Russia. Projects in other regions of the country are being added to previously implemented projects in isolated energy areas of the Far East. The Federal Law "On Amendments to the Federal Law "On Electric Power Industry" regarding the development of Microgeneration" has entered into force, the range of possibilities has been expanded by the Decree of the Government of the Russian Federation to support energy supply optimization projects in remote areas. The potential for further development of renewable energy projects in retail markets, including in remote and isolated areas, is obvious. Along with solving the problems of increasing the reliability of energy supply to isolated territories, the priority of RES development in Russia is the development of advanced technologies and competencies with further export of high-tech products.
What additional measures should be taken to support the implementation of renewable energy projects in retail markets? How will the microgeneration market develop further?
