In order to develop renewable energy sources, the Ministry of Energy of the Russian Federation has developed an Action Plan to stimulate the development of generating facilities based on renewable energy sources with an installed capacity of up to 15 kW (hereinafter referred to as RES microgeneration), approved on 07/19/2017.
In accordance with this Plan, in 2017, the Ministry of Energy of the Russian Federation began the process of preparing a regulatory document to enable microgeneration facilities to sell surplus generated electricity on the retail market and on December 23, 2019, the State Duma of the Russian Federation adopted Federal Law No. 471 "On Amendments to the Federal Law "On Electric Power Industry" regarding the development of microgeneration."
In 2018, a special commission was created under the Ministry of Fuel and Energy and Housing of the Krasnodar Territory to eliminate barriers in the implementation of the Action Plan to stimulate the Development of Microgeneration of Renewable energy sources.
In March 2021, regulatory documents were adopted defining the procedure for technological connection of microgeneration facilities and allowing the sale of surplus to the external network.
To connect microgeneration facilities on the basis of the Energy Institute of Advanced Training of PJSC Rosseti Kuban, the basic requirements were formed aimed at ensuring the quality of generated electricity and the safety of personnel during the operation of the distribution complex of grid companies (power lines and 0.4 kV TP) with connected microgeneration facilities.
These requirements formed the basis of R&D on the development of a digital controller for connecting microgeneration facilities to distribution networks.
R&D was implemented by Sistel LLC.

Based on the results of the implementation of this R&D by Sistel LLC, a test stand was designed and implemented at the training ground for the pilot operation of a prototype controller. The stand consists of a 5 kW grid solar power plant, a prototype controller and a load.
On August 5, 2021, tests of the controller were launched. In the first phase of the tests, the main algorithms of the controller operation were demonstrated jointly to representatives of Rosseti Kuban. At the moment, trial operation continues and in early September, a demonstration of all the necessary capabilities and algorithms of the device will take place.
