On December 16, within the framework of the ENABLING PV project, a round table was held in the online format "Solar and hybrid energy for household and commercial consumers of the Tomsk Region. German experience and prospects for cooperation".
More than 25 participants took part in the event, among them were representatives of the Department of Industry and Energy of the Tomsk Region Administration, the Far East and Arctic Development Corporation, PJSC Rosseti Siberia, the Fuel and Energy Complex of the Federal State Budgetary Institution "Russian Energy Agency" of the Ministry of Energy of Russia, Tomsk Polytechnic University, as well as the German side: eclareon GmbH, ideas into energy GG GmbH, Solar23 GmbH, Rolls Royce Solutions Berlin. The moderator of the event was Georgy Kekelidze, Chairman of the Board of the NP for the Development of RES "EUROSOLAR Russia".
At the beginning of the event, the ENABLING PV team presented the history of the project and information about the development of other projects under the auspices of ENABLING PV.
The event was full of discussions on a number of important points, including:

Mechanisms to support renewable energy projects in the Tomsk Region;

Issues of attracting private investment for the development of off-grid generation in isolated regions of the Far East and the Arctic;

Attractiveness of hybrid renewable energy systems for remote territories and users;

Areas of potential application of hybrid renewable energy generation for different types of consumers in the region (such as mining enterprises, settlements);

An example of implemented hybrid projects based on renewable energy sources and a test application of small wind generation was presented;

Issues of localization of renewable energy components in the Tomsk Region were discussed.
During the round table, the issue of investment attractiveness of renewable energy projects and their payback in remote regions was repeatedly raised. Due to the already high and constantly growing cost of diesel to ensure the operation of DES, RES and hybrid generation have good prospects in the Tomsk Region and in other regions of Russia, where there are similar difficulties with energy supply of hard-to-reach areas. For example, we can also talk about the Krasnoyarsk Territory. Nevertheless, it was mentioned in the discussions that there are a number of difficulties in the implementation of such projects, including due to weak legislative support for such initiatives. This creates additional risks for investors.
It was also said that there is a lack of competencies and knowledge in the field of hybrid generation, the implementation of such projects and the maintenance of such power plants in the future. ENABLING PV team is ready to help the region solve this problem through educational programs, the transfer of know-how accumulated in Germany over the past decades, as well as the participation of German engineering companies that already have practical experience in the construction of hybrid renewable energy systems, in the design and implementation of renewable energy generating plants in the region.
Following the results of the round table, it was decided to create a Working Group to further promote Enabling PV initiatives in the Tomsk region.
